  • Energy Efficiency and Cleaner Production in Kyrgyzstan

Long-term capacity building programme on Energy Efficiency and Cleaner Production, incl. establishment and development of a local Cleaner Production and Energy Efficiency Centre. ENSI provided overall project management and the following main services: Guidance and support to establishment and development of the local Energy Efficiency Centre; Development and delivery of different training programmes, including Energy Auditing of buildings, industry and municipal facilities; Adjustment of ENSI methods and toolset on Energy Auditing of Buildings for Kyrgyz conditions (climatic data, regulations and standards into the EAB Software); Providing training to Bishkek City Energy Efficiency Working Group on municipal energy efficiency planning (existing situation, policy, objectives, strategy, action plans, organisation, financing, monitoring and reporting); Guidance and support in implementing various demonstration projects; Informational and dissemination activities.

  • Financial Engineering for Small Hydro Projects in Kyrgyzstan

The Norwegian Programme was focused on building local capacities and skills to develop business plans and targeted at project developers and owners of Small Scale Hydro Power projects in Kyrgyzstan, in particular in rural areas, municipal utility services, manufacturing industries, agriculture, and agro-processing.
The primary objective was to build local capacities and skills and thus enable local Kyrgyz
 environments to develop, arrange financing for and implement projects and hence improve the technical infrastructure within the said sectors in rural areas.

 

The project consisted of three phases:
Phase
 1: information seminar, identification and evaluation of project opportunities, combined capacity building and project development programme (development of Business Plans), selection of suitable pilot projects and negotiations with financial institutions.
Phase 2: continued discussions with financial institutions aimed at enabling implementation of selected small hydro power projects, establishment of Kyrgyz Small Hydro Association and development of more Business Plans through a second capacity building and project development programme.
Phase 3: continued discussions with financial institutions aimed at obtaining financing for more projects, further development of the “Kyrgyz Small Hydro Power Association” and development of more Business Plans through the third capacity building and project development programme.

  • Market Study on Demand for Energy Saving and Renewable Energy Investments

Market study to assess the scope for energy efficiency transactions that could be supported by the EBRD in Kazakhstan and Kyrgyzstan. The Market Study is to (i) determine the awareness of energy cost and efficiency issues in the commercial and industrial, institutional and residential sectors, (ii) assess the readiness of end users in each sector to undertake energy efficiency projects, and (iii) to assess the probable demand for a targeted finance facility to support investments in energy efficiency.
